As of July 1, 2009 new laws regarding Home Improvement Contractors were put in place by the Office of the Attorney General. The laws state that any Home Improvement Contractor operating in Pa. must possess a HICPA license and registration number. It was designed to centralize the governing of contractors in Pa. Any complaints or disputes are now handled by the Attorney General's Office.

Also be aware that starting July 1st, 2009 all contractors must use HICPA Compliant contracts. The state has drafted and supplied a contract that must be used by all contractors in the state of Pennsylvania. The contract is set up to protect you the consumer against fraud and performance.
